In the 2004-05 financial year 1,148 PSM Act employees aged between 15 and 35 years left the public sector. This represents a 19.9 per cent exit rate - 6 per cent higher than the average for the public sector as a whole. During the same period 15.8 per cent of the sector reached retirement age. The public sector is potentially one generation away from extinction.
The South Australian public sector faces an enormous challenge to recruit and retain young employees. To find new ways to address this challenge, the Office for Youth and the Government Reform Commission have turned to young public sector employees themselves, to advance understanding and identify practical strategies. The mechanism used to achieve this was the Office for Youth Policy Action Team (OfY A-Team) model.This forms the subject of this report.
