This report aims to ask how existing programs work in seeking to address educational disadvantage in schools, if such programs are effective in reducing the impact of disadvantage on educational outcomes, and what alternative funding approaches should be considered.
In order to address these questions, a questionnaire, face-to-face interviews and a literature review were used to:
map current processes at Commonwealth, state and territory system levels for targeting funding towards disadvantaged students with highest levels of educational need;
assess the effectiveness of funding and other processes in use which includes examination of the extent to which student selection and exclusion affects access to quality schooling for all students; and
identify alternative funding approaches that could better meet the needs of disadvantaged students.
