ICANs are community directed projects that provide innovative learning opportunities for young people who have dropped out of school early or are at risk of doing so.

This booklet explains how ICAN creates partnerships of young people, parents, schools, community leaders, businesses and community organisations along with government organisations such as health, justice and community services. It describes some early ICAN programs and the key lessons that led to the development of a new enrolment strategy, Flexible Learning Options (FLO), as a way forward for ICAN. FLO provides flexible enrolment resources through ICAN schools to young people who are at risk of dropping out, or who have already left. Further examples are given of how ICAN now functions for individuals, schools and communities.
