This paper outlines the framework for research and evaluation for the Human Services Portfolio for the period 2002 - 2005. The framework aims to foster a coordinated strategy for planning and implementing research/evaluation initiatives. It places a strong emphasis on collaborative research and evaluation within the portfolio, other government departments, and the wider research community. It has been developed, through informal focus groups, consultations and meetings with some stakeholders including health, housing and community services sectors. Developing strategies to reduce the prevalence of unplanned teenage pregnancies in South Australia, and supporting young people in relation to pregnancy and the parenting role, are key objectives for Metropolitan Division and under the Healthy Start plan. This research study explored the perceptions of young women who had experienced an unplanned teenage pregnancy with regards to contraception, conception, decision making, pregnancy, support and services.
